You stand in front of the Integrity Ministry Building. A giant concrete slab of uniformity. Your first day on the job begins. People hurry by with heads down, they don’t even glance in your direction. Dressed in greys and blacks they blend into the city landscape. The only beauty is the blue sky, stark in its contrast. The people did not look at it.
Once inside the building there will be no turning back. You have been appointed the new Minister of Integrity. Integrity is everything. United. Whole. The strong moral principles that guide everyone residing in Libertas Veritas. The Land of Freedom and Truth.
The Party's rule was unquestioned, unchallenged. Until now. They gather in small groups, whispering and thinking instead of working. Curfews and police crack downs have been less than effective. The previous Minister of Integrity was charged with dissent. A Traitor of Freedom and Truth. You choose not to dwell long on that subject.
You must correct the situation. Rally the people behind the Party. The Glorious Leader has given you 12 weeks to show results. You must use all your powers of misinformation and propaganda.
Do well and you will be heralded a hero. Do poorly...

What to do first?
The enormous power of the Ministry of Integrity is at your fingertips. What can you contrive to soothe the populace? The former Minister came down like a hammer, crushing dissent wherever it rose its ugly head. All stick and no carrot.
Perhaps a lighter touch was needed?
A dossier lays on the desk. The person known as Happy was the lead cause of the unrest. There was no point opening the folder, it was empty. Happy was a mystery.
You check your computer and see several underlings have emailed suggestions to you. They sound very sure of themselves, and eager to impress. But there is an undercurrent of resentment and envy, for yesterday you were one of them. Why were you elevated and not them?
You give the suggestions some thought. Each one would take time to see results. You know doing too much at the same time will confuse the citizens and make thing worse.
[[So what will you do]]?

Eager to placate your ministerial underlings you decide to begin by using one of their suggestions. If it succeeds, it was your idea all along. If it fails, the underling can take the fall...
[[Option 1 – False Connections]]
Initiate a campaign against Happy, subtlety connecting him to negative news stories. This involves using real images, videos, and news stories to create a false narrative. Underling One suggests developing a link between the unrest to an increased threat of war and invasion.
//“We maintain the peace through our strength; weakness only invites aggression.”//
— Ronald Reagan 1983
Time to see results: Four Weeks.
[[Option 2 – Imposter and Fabricated Content]]
Underling Two suggests faking it until you make it. Hammer the people on all fronts with fake people talking about how bad Happy and the unrest is. Fake news stories. Fake citizens. Fake experts. Fake supporters of Happy. A fake Happy if need be. Underling Two says they could have an AI algorithm posting content by the end of the day and promises to control the narrative by the end of the week.
Time to see results: Three Weeks.
//“If you tell a lie big enough and keep repeating it, people will eventually come to believe it.”// – The Big Lie.
[[Option 3 – Satire and Parody]]
Underling Three wants to initiate a campaign of satire against the unrest. A sarcastic and witty use of memes, GIFs, and parody news stories. In some cases, it may fool the citizens but primarily it will undermine the legitimacy of the dissent.
//Ridicule: The weapon of all others most feared by enthusiasts of every description, and which from its predominance over such minds, often checks what is absurd, and fully as often smothers that which is noble. – Walter Scott//
Time to see results: Four weeks.

Connecting the unrest to the threat of war was easy. For every news story and social media post about Happy and the dissidents, there was an echo of war and despair. Some of your favourite headlines from the campaign include:
"The enemy can smell fear"
"The enemy can sense vulnerability"
"The enemy will take your homes if they can"
"No nation would dare attack a unified Libertas Veritas"
"Could Happy defend the nation?"
"Happiness can only be achieved through peace and unity"
The people got the point. Supporting Happy aided the enemy. Supporting the Party and the Glorious Leader was support for a peaceful future.

Creating imposter and fabricated content has been the bread and butter of the Party for generations. Who needs to wait for a story to happen, or for facts to fit a narrative? Just make some things up and publish it in news anyway.
Underling Two's AI certainly did not fail to deliver. There was a huge swell of support for The Party and the Glorious Leader on social media. "People" were falling over themselves to pledge their undying loyalty. Experts came out of the woodwork to express their opinions. Opinions which either discredited Happy, or endorsed The Party.
Your favourite was the news story that Happy was a tax-dodging coward who only wants to overthrow the government because he can't pay the taxes that every good, hard-working citizen does.

You say yes, and immediately feel relief when no guards spring out of hiding and arrest you. There is no turning back now. You begin down a path that will change Libertas Veritas forever.
Underling Three's campaign of parody and satire began slowly. A few memes here, a GIF there. The subtle approach took time to take root, but take root it did. Soon real citizens were joining in on the fun. Jokes about Happy had been inserted in every popular meme format. Your favourite was the one with The Party portrayed as "Buff Doge".
Satirical news stories flooded people's devices. A combination of putting the Glorious Leader on a ridiculously high pedestal, and bringing Happy down into the mud. The article "quoting" Happy's mum was particularly noteworthy.

//'I told him if he kept playing with it he'd go blind'//

The Party Room meeting is a serious, sombre affair. You dress in your Party Uniform, that was less a suit and more something you might see a steel mill worker wear. ‘Thank-you for coming. Freedom and truth!’

Dear Minister of Integrity,
Your recent campaign involving the use of false connections has been analysed and found to be 46% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. Positive mentions of Happy have decreased. There has been a large uptake of discussing Happy and war together.
We believe the campaign has undermined support for Happy. The reason for the low rate of success is people remain restless out of fear of an imminent invasion. Once concern has been replaced by another.
Analysts perceive the campaign has largely run its course, and if you continue the war narrative, the productivity will be impacted. We recommend reducing resources for it to minimal requirements.
Sincerely,
General Clon

Dear Minister of Integrity,
Your recent campaign involving the use of imposter and fabricated Content has been analysed and found to be 58% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. Positive mentions of Happy have decreased but it has also had, how can I say, perhaps an unintended consequence?
We believe the campaign has solidified Happy’s supporters. Some of the false content was easy to spot, or easy to refute. Take your favourite article about Happy being a tax dodger. He was able to produce tax returns from when he was a worker that proved otherwise.
Analysts perceive the campaign has largely run its course, and the people are getting wise to purely fabricated content, from fabricated individuals. The people go along with it of course, and openly engage with it, but audio surveillance shows they don’t believe it.
We recommend reducing resources for it to minimal requirements.
Sincerely,
General Clon

Your recent campaign involving the use of parody and satire has been analysed and found to be 73% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. Positive mentions of Happy have decreased and so has negative discussions about The Party.

Propaganda had been used by leaders around the world for thousands of years. From pharaohs to kings to presidents. The common people have been continually convinced of the greatness of their rulers. Persuaded to follow social and religious institutions en masse. Sometimes the old tricks are the best ones.
You have a brainstorming session with some junior members of your staff. Fresh faces, eager and creative. Young and without any doubts. Too new to have begun to plot and scheme. Together you come up with three options, and now you must choose:

[[Slogan Two]] - The Glorious Leader is Great
[[Slogan Three]] - Libertas Veritas is great.

There are several components to a successful propaganda campaign. The first is always the goal. Your goal was to attack Happy. To paint Happy as the enemy and a danger to wellbeing of the nation.
There is a fine line between propaganda and misinformation; fine and blurred. Propaganda will often use misinformation as a weapon but its use of symbols is what sets it apart. A king's crown and sceptre. Symbols of power and the right to rule. When you think of propaganda you think of slogans and short mottos on posters.
Some of the slogans you use in your campaign include:
Threat to Freedom
Threat to Truth
Disunity is Happy’s weapon
Listen to Happy. Listen to Lies
Your illustrators work overtime to pump out posters by the truck load. Caricatures of Happy as a goblin, as the devil, listening at doors, hiding under beds, your staff have a lovely time using their imagination.
Three weeks pass and the Ministry of Brotherhood hands you a report.

There is a fine line between propaganda and misinformation; fine and blurred. Propaganda will often use misinformation as a weapon but its use of symbols is what sets it apart. A king's crown and sceptre. Symbols of power and the right to rule. When you think of propaganda you often think of slogans and short mottos on posters.
Some of the slogans you use in your campaign include:
No cares as the Glorious Leader Cares
Safe in the arms of the Glorious Leader
The Glorious Leader’s heart beats for you.
Your illustrators work overtime to pump out posters by the truck load. The Glorious Leader is put into many classical poses of power. Heroically leading the masses onwards to the future. Taking time to care for the most vulnerable.

Creating imposter and fabricated content has been the bread and butter of the Party for generations. Who needs to wait for a story to happen, or for facts to fit a narrative? Just make some things up and publish it in news anyway.
Your staff's AI certainly did not fail to deliver. There was a huge swell of support for The Party and the Glorious Leader on social media. "People" were falling over themselves to pledge their undying loyalty. Experts came out of the woodwork to express their opinions. Opinions which either discredited Happy, or endorsed The Party.
Your favourite was the new story that Happy was a tax-dodging coward who only wants to overthrow the government because he can't pay the taxes that every good, hard-working citizen does.

Underling Three's campaign of parody and satire began slowly. A few memes there, a GIF. The subtle approach took time to take root, but take root it did. Soon real citizens were joining in on the fun and jokes about Happy had been inserted in every popular meme format. Your favourite was the one with The Party protrayed as "Buff Doge".
Saterical news stories flooded people's devices. A combination of putting the Glorious Leader on a ridiculously high pedestal, and bringing Happy down into the mud. The article "quoting" Happy's mum particularly notworthy.

You and your team filtered through the news before it went to air and print. Hunting for those stories that could be twisted and easily misinterpreted. Missing food rations with a picture of starving children was an easy win. There was no prize at guessing who ‘stole’ the rations.
Other stories you misconstrued were:
//Citizens unite to tidy Freedom Plaza – with a picture of the Glorious Leader helping, that was taken seven years ago.//
//Elderly Couple celebrate 50 years together – with a black and white photo of a boy and girl, at the Freedom Youth Camp, smiling under the watchful eye of the Glorious Leader. //
Every news story you and your team touched on reinforced love for The Party, love for the Glorious Leader, or love for the nation. On top of that a healthy dose of hate and mistrust for Happy and Happy’s followers.

Dear Minister of Integrity,
Your recent campaign involving the use of false context has been analysed and found to be 88% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. Positive mentions of The Party and the Glorious Leader have increased, so have negative discussions of Happy.
We believe the campaign has done well due to the wide spread of topics you used. There was not one message for Happy’s supporters to attack and debunk. Any proof that an image was misused was swept under the carpet with a vague apology.
Analysts perceive the campaign can be scaled back and the people are ripe for a new method. We recommend reducing resources for it to minimal requirements.

Connecting the unrest to the threat of war was easy. For every news story and social media post about Happy and the dissendents, there was an echo of war and despair. Some of your favourite headlines from the camopaign include:
"The enemy can smell fear"
"The enemy can sense vulnerability"
"The enemy will take your homes if they can"
"No nation would dare attack a unified Libertas Veritas"
"Could Happy defend the nation?"
"Happiness can only be achieved through peace and unity"
The people got the point. Supporting Happy aided the enemy. Supporting the Party and the Glorious Leader was support for a peaceful future.

Dear Minister of Integrity,
Your recent propaganda campaign glorifying our great nation of Libertas Veritas has been analysed and found to be 62% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. The people are finding new pride in their country. Positive mentions of Happy and general dissent have decreased.
It is thought though Happy’s followers never stopped loving the nation, and it is their love and pride that drive them. They are trying to twist your message against The Party, admittedly, with little success.
Analysts perceive the campaign has largely run its course, but to maintain the gains you should continue the campaign for another two weeks. We recommend interlacing your work with the historical rhetoric from the party.
Sincerely,
General Clon

You tap tap tap on your keyboard. Sure enough, there is the new email from General Clon. Tagged as urgent. Written in all caps. With multiple exclamation marks. There is no doubt it has been opened by the IT staff, and then shared with everyone and anyone.
General Clon WANTS everyone to know.
There are many attachments. You decide not to look at the images of the collapse itself. An underling can look at them if the narrative demanded the gruesome details.
Structural reports for the past decade show an alarming concern about an impending collapse. The engineer who had written the reports was now in Clon's personal care for the engineer's "safety".
So, the bridge was old and should have been fixed. It wasn't. The Ministry of Infrastructure will have to answer for this, not publicly of course.

WRONG!
There is no bridge in New Tigo. Never was.
Your staff understand and do what needs to be done. By the end of the day all mentions of it publicly will be erased. All signs in New Tigo for the bridge removed. (if: $roundtwo is 5)[
Happy’s supporters watch in horror as your propaganda machine continues to roll on, painting them as the villain in everyway imaginable. They had no other option but to go underground for their own safety. Anyone remotely going against the narrative was labelled a Happy Supporter and lynched.
Sure some innocents got caught up in the middle of all the hate and distrust. Acceptable collateral damage.

(if: $roundtwo is 6)[
The propaganda engine churns and splutters and spews out more love for the Glorious Leader. “thank the Leader” becomes part of everyday vernacular. The sun is shining? Thank the Leader. Got to the bus on time? Thank the Leader.
Every time it is said, you hear “thank the Ministry of Integrity”. The Glorious Leader will love YOU for this.

(if: $roundtwo is 7)[
The propaganda machine declares Libertas Veritas is the greatest country to have ever existed. Ancient Rome and Greece have nothing on what The Party has built. This is indeed a golden age for human existence. Anyone remotely going against the narrative was labelled a traitor and lynched.
Sure, some innocents got caught up in the middle of all feverish nationalism. Acceptable collateral damage.

You discard all the previous ideas. It is time for some new thought on the matter. You stare intently at the cieling for some time. You finally decide they used an off-white paint, rather than a beige.
Putting the office decor aside for a moment you come up with some new ideas:
[[Option 1 - Start a conspiracy theory around Happy]]
A key trick to a good conspiracy theory is using circular reasoning. Any evidence against the theory can also be used for it. This makes a person's belief in it bullet proof.
//“The main thing that I learned about conspiracy theory, is that conspiracy theorists believe in a conspiracy because that is more comforting. The truth of the world is that it is actually chaotic....The truth is far more frightening - Nobody is in control. The world is rudderless.”
― Alan Moore//
Time to see results: Four Weeks.
[[Option 2 - Initiate a wave of 'clickbait' to distract the people]]
Typically, this uses headlines and images designed for one purpose. To attract attention through curiosity. Exploiting people's innate nature to be curious is an effective technique to divert them to the narrative you want them to see. And the further down the rabbit hole they go, the better.
//Curiosity killed the cat - unknown//

Dear Minister of Integrity,
Your recent campaign to assail the people with clickbait has been found to be 54% successful. This is an aggregate evaluation based upon many factors. You get notified of the Party Room meeting a few days later. It strikes you that General Clon knew about it well in advance. You may be a Minister but there is so much happening that is a mystery.
The days leading up to the Party Room meeting are stressful. You take some leave and try to get some sleep. However, your dreams are plagued with nightmares. Images constantly spin around in your head. Clon laughing. The Glorious Leader insane with anger. The People rioting in the streets. All the while a shadowy figure lurks in the background. Happy.
On the day of the Party Room meeting you wake shaking, drenched in sweat.

There are several components to a successful propaganda campaign. The first is always the goal. Your goal was to put the Glorious Leader on a pedestal. To paint the Leader as protector of the people. Their loving parent. As the only one you can lead the nation to peace and prosperity.
There is fine line between propaganda and misinformation, fine and blurred. Propaganda will often use misinformation as a weapon but its use of symbols is what sets it apart. A king's crown and sceptre. Symbols of power and the right to rule. When you think of propaganda you often think of slogans and short mottos on posters.
Some of the slogans you use in your campaign include:

Dear Minister of Integrity,
Your recent propaganda campaign glorifying the Glorious Leader has been analysed and found to be 81% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. People praise the Glorious Leader at work, at the dinner table, and in their sleep.
We believe the campaign has swayed back to The Party many that were wavering. It is near impossible for Happy’s followers to compete while the anonymity of their leader is maintained.
While I and my analysts did not agree with your decision to put your personal focus on a new campaign, it was your decision to make.
See you at the next Party Meeting. No doubt this latest action by you will be discussed.
Sincerely,

Dear Minister of Integrity,
Your recent propaganda campaign attacking Happy has been analysed and found to be 72% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. Negative mentions of Happy have increased significantly. The Ministry of Brotherhood congratulates you.
We believe the campaign strengthened the resolve of our supports against Happy. Those on the fence are swaying back to us. It has also struck fear into the hearts of Happy’s followers. Their heads are full of doubt. The people will never be swayed against The Party.
While I and my analysts did not agree with your decision to put your personal focus on a new campaign, it was your decision to make.
See you at the next Party Meeting. No doubt this latest action by you will be discussed.
Sincerely,
General Clon

Dear Minister of Integrity,
Your recent propaganda campaign celebrating the everyday citizen been analysed and found to be 87% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. The people are very pleased with being recognised for their achievements.
Overall dissent is down and the people are happy with their lot in life. Happy’s supports had no opportunity to criticise, as it would be seen as attacking the people. Instead they have tried to build upon your work, saying the people should have the power, not the Party. It is fortunate they do not have the power of your Ministry to put behind their message.
While I and my analysts did not agree with your decision to put your personal focus on a new campaign, it was your decision to make.
See you at the next Party Meeting. No doubt this latest action by you will be discussed.

Dear Minister of Integrity,
Your recent propaganda campaign glorifying our great nation of Libertas Veritas been analysed and found to be 62% successful. This is an aggregate evaluation based upon many factors. The key factor being audio surveillance of the populace. The people are finding new pride in their country. Positive mentions of Happy and general dissent have decreased.

Thanks for playing!
If you did not run out of time, or find one of the hidden endings, the results are based on how happy the people and the Glorious Leader are.
There are nine possible endings if you make it to the Party Room meeting.
Perhaps you would like to jump on social media and tell us which ending you found?

You hand over the note to the Glorious Leader. They are not pleased. In fact, they blow up in a massive rage. They order the Liberation Guard to arrest General Clon.
You wait patiently for the Glorious Leader to calm down.
Finally the Glorious Leader turns to you. Still angry but once again in control of themself.
'Well, GENERAL, we have much to do.'
//Oh yay, a promotion.//
[[The end]]?(set: $hidden to it +1)\
Its more of a tunnel, but you choose not to argue.
You hear footsteps approach, and see a shadowy figure. As they get closer you can tell by the physique it is General Clon.
//They came in person. That is surprising.//
Staying a respectable distance away General Clon speaks.
'I've been watching your work closely. I am impressed. There are those in the Party that feel change is coming. We think you see it too. Your work suggests you care for the people, but perhaps not so much about the Glorious Leader?'
//Ah, so its a coup. Interesting.//
'Do not answer. I know. With your support we can bring the required... change. Do I have your support Minister?'
You perceive that the General is not alone. And there is only one answer to give that will see you leaving alive.
You say yes, and begin down a path that will change Libertas Veritas forever.

You hand over the note to the authorities. They are not pleased. They demand you go to this meeting and they will trap this Happy Supporter.
//Oh great, bait. It always works out well for the bait.//
The meeting is at more of a tunnel, not a bridge, but you are not one to argue.
You hear footsteps approach, and see a shadowy figure. It could be anyone. Happy, or one of Happy's Supporters. For a fleeting moment you consider whether it was an elaborate trap by General Clon or the Glorious Leader.
No. Don't think about that possibility. If that is true you are already dead.
Staying a respectable distance away the stranger speaks.
'I've been watching your work closely. I am impressed. As you know Happy feels there should be change. We think you see it too. Your work suggests you care for the people, but perhaps not so much about the Glorious Leader?'
You really, really hope this is not a trap
'Do not answer. I know. With your support we can bring the required... change. Do I have your support Minister?'
You perceive that this stranger is not alone. But it is too late. The Liberation Guard springs their trap. Happy's supporters springs their trap. You duck for cover as a gun fight erupts.
You cower and pray not to be caught in the crossfire. No one answers your prayers. You are unsure who fired the shot but it doesn't really matter. Dead is dead.

This game is an interactive narrative. It is designed to get you thinking about misinformation and propaganda, what they mean and the impact they can have.
It also will hopefully be a fun and engaging story.
You will be presented with many choices, and the impact they have may not be clear at the time of choosing. That’s life. Your goal is not to “win” per se. There are fifteen or so possible endings. This is a game of discovery.
